In the public service field, Miller served in the Navy during World War II and remained in the Naval Reserve for more than 20 years, retiring as a commander.   On leave from Business Week magazine, he was a speechwriter for President Eisenhower during the 1956 re-election campaign.   From 1961 to 1963, Miller was a consultant to Secretary of Commerce Luther Hodges.
